How the two fit together

The detour tool answers what happens if this road closes. The programme builder answers what should we spend, where, and what does it avoid. They meet at the NRPBC risk score: its detour issues input comes straight out of the detour tool, and its consequence rating is what separates roads that otherwise look alike on spend alone. Roads the detour tool found to be sole access — Algidus, Craigieburn, Harper, High Peak — are already pre-set in the programme builder.

Before you rely on the numbers

Treatment rates are indicative. Unit costs and mechanism effectiveness come from a workbook tab labelled "confirm with Council/contractor". At $40k/km the Algidus swale package returns a BCR of 0.84; at $25k/km it returns 1.35. The Contract Rate sheet in Historical Spend from RAMM.xlsx holds 288 priced items from the 1420 maintenance contract — that is where the real rates are.
NRPBC band thresholds are an interpretation. The National Resilience PBC publishes the likelihood and consequence matrices but not the cut points between rating bands. Ours are stated on the programme builder's Inputs page. Confirm them before anything goes into a submission.
Desktop screening only. No site visits, no new hazard modelling, no design. Travel times are modelled from road class and surface, not observed. Per-segment emergency works figures are RAMM dispatch claim amounts — they show where damage concentrated, not the full cost of the events.
